<p><span style="font-family: var(--bs-body-font-family); font-size: var(--bs-body-font-size); text-align: var(--bs-body-text-align);"><b>Jakarta, 4 October 2023</b></span><span style="font-family: var(--bs-body-font-family); font-size: var(--bs-body-font-size); font-weight: var(--bs-body-font-weight); text-align: var(--bs-body-text-align);"> – The Indonesian National Police (Polri) will carry out Operation Tribrata Agung to secure the 1st High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum, which will be held in Bali on 10 – 11 October 2023.&nbsp;</span><br></p><p>In this operation, Polri will deploy a total of 4,083 personnel, comprising 1,863 personnel from the National Police Headquarters (Mabes Polri) and 2,220 personnel from the Bali Regional Police (Polda Bali).&nbsp;</p><p>Head of the Public Relations Task Force for Operation Tribrata Agung Brigadier General Ahmad Ramadhan stated that Operation Tribrata Agung 2023 will be conducted for 6 days. The operation will start from 8 October to 13 October in the jurisdiction of the Bali Regional Police, particularly at the venues of the 2023 HLM of the AIS Forum.&nbsp;</p><p>"This operation prioritizes preemptive and preventive measures supported by law enforcement, cybersecurity, Interpol, and public relations efforts to maintain public order and ensure security during the 1st HLM of the AIS Forum," Ramadhan said in Bali, Wednesday, 4 October.&nbsp;</p><p>Ramadhan mentioned that Polri will provide security support alongside the Presidential Security Detail (Paspampres) and the Joint Defense Area Command II (Kogabwilhan II) in rings (zones) 3 and 4. These zones encompass the HLM -1 activity venues and the hotels where the attending heads of state will be staying.&nbsp;</p><p>"Polri will also provide security in rings 1, 2, 3, and 4 at the locations of activities and accommodations for the ministers of participating countries and delegations attending the 1st HLM," he said.&nbsp;</p><p>Ramadhan explained that in contingency situations, Paspampres and Kogabwilhan II will be responsible for rescuing heads of state, with Polri providing assistance upon request.&nbsp;</p><p>"In contingency (emergency) situations, the efforts to rescue ministers and delegates at the HLM are the responsibility of Polri, following the contingency plans outlined in Operations Aman Nusa I, II, and III," he said.&nbsp;</p><p>Ramadhan noted that Polri is also deploying 160 personnel and vehicles attached to Paspampres for VVIP security escort.&nbsp;</p><p>In this security operation, Ramadhan mentioned that Polri will utilize the Command Center 91 at Indonesia Tourism Development Corporation (ITDC) Nusa Dua as the central hub for security for the 1st HLM of the AIS Forum 2023. The command center is equipped with comprehensive features for monitoring personnel movements, security vehicle tracking, communication channels, internal Polri applications, and external applications from relevant agencies, all of which are designed to anticipate potential threats to the security of heads of state, ministers, and delegates.&nbsp;</p><p>Indonesia has been designated as the host for the 2023 HLM of the AIS Forum with the theme "Fostering Collaboration, Enabling Innovation for Our Ocean and Our Future." Concerted efforts to do so will become more coordinated, structured, and sharp. So, it is no longer sporadic," said Alexander Muhammad Khan, Padjadjaran University researcher who is also Indonesia's representative at the 2023 AIS RnD Conference, in the Forum Merdeka Barat (FMB9) Discussion: Road to the 2023 HLM of the AIS Forum entitled "Concrete Steps to Manage the Ocean" which was held online in Jakarta, on Wednesday, 4 October.</p><p>According to Alex, different strategies are needed to deal with problems on land and sea. It is because regional boundaries on land are visible, unlike on the sea. Therefore, he said, ocean-based challenges such as fisheries and marine problems cannot be solved alone.</p><p>"Therefore, communication forums, such as the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) and now the Archipelagic and Island States (AIS) Forum, can become a platform to frame these problems as common problems that can be discussed and be managed together," he explained.</p><p>Alex assessed that Indonesia had taken the right steps in urging other countries to solve their common problems together. "Indonesia is on the right track by becoming one of the initiators of the CTI-CFF in 2009 and the AIS Forum in 2018. This shows Indonesia's vision and leadership at the global level, especially in marine issues," he said.</p><p>In Indonesia, those most affected by climate change are people who live on small islands, such as North Maluku, Maluku, or Papua. Some of the problems are the rising sea levels, plastic waste, and&nbsp;<span style="font-family: var(--bs-body-font-family); font-size: var(--bs-body-font-size); font-weight: var(--bs-body-font-weight); text-align: var(--bs-body-text-align);">the declining fish-catch.</span></p><p>For this reason, Indonesia is trying to work together (hand in hand) with countries that have the same interests and vision to preserve the ocean and marine environment, so that it becomes a joint global action.</p><p>"So, it is not a one-man show, not just one country, but it is a common issue, jointly faced by Indonesia and the archipelagic and island countries at the AIS Forum," said Alexander.</p><p>For him, the Indonesian government already has policies that are in line with the challenges faced by coastal and island communities.</p><p>This policy is considered to be a manifestation of management maturity in the fisheries and marine sector which has been in place for 24 years since 1999, since the establishment of the Ministry of Maritime Affairs and Fisheries.</p><p>"For example, with a decrease in the number of fishing catches, the government then issued regulations that limit the fishing gear that can be used, limit fishing locations, and regulate fishing times," said Alex.</p><p>Meanwhile, the AIS Youth Conference 2023 Representative, Engel Laisina, emphasized the importance of inclusiveness, referring to rural and coastal communities.</p><p>"This is important because rural and coastal communities are the ones most affected climate change. Well, I see that so far efforts to prevent or overcome climate change have only been discussed in the urban settings, while those most affected are in the villages," Engel said.</p><p>Therefore, at the 2023 HLM of the AIS Forum, he hopes that all representatives will be able to share knowledge and experience in facing and overcoming the increasingly worrying climate change issues. <p><b>Jakarta, 3 October 2023</b> – The Ministry of Communications and Informatics (MCI) ensures optimal and reliable telecommunications infrastructure at the 1st High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum, which will be held in Bali on 10 and 11 October.</p><p>“We can ensure that the telecommunications network during the 1st HLM runs smoothly, both for the delegates and for the media," said the Director General of Public Information and Communications of the Ministry of Communications and Informatics, Usman Kansong, on Tuesday, 3 October in Jakarta.</p><p>Usman stated that the Ministry of Communications and Informatics is collaborating with Telkom to guarantee seamless access to telecommunications during the event.</p><p>According to him, various mitigation measures have been prepared in anticipation of potential disruption, such as network outages or communications jamming.</p><p>Usman further emphasized that Telkom's assistance is constantly monitored by the Directorate General of Resources Management and Equipment of Post and Informatics (SDPPI) to guarantee that the quality of telecommunications services is maintained throughout the event.</p><p>“Telkom is supervised by the Directorate General of SDPPI. So, it is constantly monitored by SDPPI's monitoring centers,” he explained.</p><p>Regarding network security, Usman stated that his party is collaborating with the Center for Data and Informatics Infrastructure (PDSI) of the Ministry of Communications and Informatics and receives support from the National Cyber and Crypto Agency (BSSN).</p><p>"So, that is what we do, and it is our procedure to include PDSI and BSSN for cyber security at every international event. This is the same standard applied at the previous G20 or ASEAN Summit," he stated.</p><p><b>Media Center</b></p><p>On this occasion, Usman also stated that preparations are still being made for the Media Center,&nbsp;<span style="font-family: var(--bs-body-font-family); font-size: var(--bs-body-font-size); font-weight: var(--bs-body-font-weight); text-align: var(--bs-body-text-align);">which will serve as the hub for the&nbsp;</span><span style="font-family: var(--bs-body-font-family); font-size: var(--bs-body-font-size); font-weight: var(--bs-body-font-weight); text-align: var(--bs-body-text-align);">operations and activities of the media crew covering the 1st HLM. These facilities are now undergoing technical preparation, which includes finishing infrastructure and distribution of the required supporting materials.</span></p><p>Usman stated, "According to the plan, we will begin loading on 5 October and prepare the infrastructure; we anticipate completion by 8 October."</p><p>This Media Center is expected to officially operate from 9 to 14 October. During the event, a variety of facilities, including computer stations, internet access, stand-up positions for TV stations, medical rooms, press conference rooms, media lounges, an information center, a large screen, and shuttle vehicles, will be available to support the journalists.</p><p>Additionally, the Media Center prepares and distributes press releases in two languages (Indonesian and English), photos and videos, press briefings, and other materials required by reporters.</p><p>As of Sunday, 1 October, over 100 journalists from local, national, and international media have registered to provide coverage of the 1st HLM activities.</p><p>The registration process for media has commenced and is scheduled to conclude on 5 October. One of the examples is climate change, which causes sea levels to rise. The first one(s) to face this problem would of course be archipelagic and island countries. Noting this, AIS Forum has made Solidarity one of the key themes at the HLM. In various working areas, the AIS Forum continues its effort to endorse solidarity among the countries.&nbsp;</p><p>These are manifested in various collaboration programmes, such as the Joint-Research program in the field of research and development. Also in the blue economy sector are the acceleration and empowerment programmes for MSMEs and Start-ups in various archipelagic and island&nbsp;</p><p>countries. So far, we do not know what we want and can sell abroad and offer to investors," said Ismail, Speaker of Commission B of the DKI Jakarta Regional People's Representative Council in Jakarta on Thursday, 28 September.&nbsp;</p><p>Therefore, the 1st High-Level Meeting of the AIS Forum is a golden opportunity for Indonesia, as the largest archipelagic country with more than 17,500 islands, 108,000 kilometers of coastline, and three-quarters of its territory consisting of seas, to optimize the existing maritime potential, including DKI Jakarta.&nbsp;</p><p>Ismail also admitted that Jakarta has maritime potentials that has not been fully explored. Therefore, the DKI Jakarta Provincial Government is expected to learn much from the AIS Forum participating countries, particularly in data presentation.&nbsp;</p><p>According to him, DKI can learn from the European Union, which began implementing the blue growth strategy or long-term sustainable economic growth strategy in 2012.&nbsp;</p><p>This strategy identifies five focus areas for blue economic growth: aquaculture, marine tourism, coastal and cruise tourism, marine mineral resources, and blue biotechnology.&nbsp;</p><p>In 2017, the EU already had precise data on maritime potential through the report titled "Blue Growth Strategy Toward More Sustainable Growth and Jobs in the Blue Economy," which assessed what had been learned, what had been achieved since the emergence of the blue economy, what was currently ongoing, and what potential had been overlooked.&nbsp;</p><p>The report showed that research and innovation had always been the EU's main focus, as evidenced by the allocation of US$911.68 million for marine research and innovation projects from 2014 to 2016.&nbsp;</p><p>To attract investors, Ismail stated the development of Jakarta's maritime potential must be clearly understood by foreign countries as a comprehensive, integrated, and sustainable concept.&nbsp;</p><p>Existing maritime potential data also needs to be correlated with economic growth, including per capita income, population, labor force absorption, and various other economic variables.&nbsp;</p><p>"So, the concept must be clear first. It will be a consideration for prospective investors," said Ismail.&nbsp;</p><p>Regulatory readiness for marine spatial management is equally important, to avoid mistakes and reckless exploration, as mandated by current regulation on economic potential optimization and spatial planning.&nbsp;</p><p>The regulation serves as a consideration for foreign countries to obtain security and comfort when investing in the maritime sector, including in the Jakarta region.&nbsp;</p><p>According to World Bank data in 2021, Indonesia has the world's second-largest fisheries sector with a value of around US$27 billion against GDP which provides 7 million jobs, meeting more than 50 percent of global animal protein needs.&nbsp;</p><p>Regarding marine-based food processing, data from Statistics Indonesia (BPS) in 2022 showed that the added value of this industry reached Rp29.96 trillion.&nbsp;</p><p>The events surrounding the 1st HLM will be held in Bali on October 10—11 October.
