1st High-Level Meeting of AIS Forum 2023: Indonesia's Journey Towards Maritime Excellence

Jakarta, 25 September 2023 – The Coordinating Ministry for Maritime Affairs and Investment has stated that the High-Level Meeting of Archipelagic and Island States (AIS) Forum 2023 in Bali on 11 October is one of the indicators of Indonesia's efforts to establish itself as a strong maritime...

Jakarta, 25 September 2023 – The High-Level Meeting of Archipelagic and Island States Forum (AIS) 2023 to be held in Bali from 10 to 11 October is likely to reach an agreement that will improve the quality of coastal and marine ecosystems.

This was conveyed by the Head of Jakarta Food Security, Marine, and Agriculture (KPKP) Office, Suharini Eliawati, in Jakarta on Monday, 25 September.

Suharini assessed that the AIS Forum is the most suitable momentum to secure agreements on the discussion on the marine pollution mitigation issues at the regional and global levels.

"Regional and global-level agreements will be beneficial in improving the quality of coastal and marine ecosystems, especially from marine pollution created by plastic waste," said Suharini.

She underscored that marine pollution does not only originate from one location but also from other regions around the world because the sea connects countries.

According to her, garbage and pollutants on the DKI Jakarta sea not only come from Jakarta but also from other regions or even other countries.

She also mentioned that the decline in the quality of coastal and marine ecosystems can affect various aspects of life, including ecological, social, and economic aspects.

In the social aspect, Suharini added that plastic waste can damage the beauty of the coast and the potential of marine tourism.

On the ecological aspect, plastic waste can seriously harm marine biota, and microplastics in seafood can affect human health.

Meanwhile, on the economic aspect, the decline in environmental quality will be followed by a decrease in investment and economic development interest in marine-based activities such as marine tourism, fisheries, and sea transportation.

"Therefore, plastic waste management in coastal areas is important and needs to be implemented immediately," added Suharini.

This year, the High-Level Meeting of AIS Forum 2023 will carry out the theme "Fostering Collaboration, Enabling Innovation for Our Ocean and Our Future".

As the host, Indonesia is pushing for a meeting that focuses on three aspects, including blue economy development, climate change challenges, and strengthening solidarity between island and archipelagic states.

The High-Level Meeting is expected to be attended by representatives from 51 archipelagic and island states, with a total target of 25 heads of state/government and 30—47 ministerial-level officials. AIS 2023 Forum to Promote Coastal and Marine Ecosystem Quality Improvement

Jakarta, 25 September 2023 – The High-Level Meeting of Archipelagic and Island States Forum (AIS) 2023 to be held in Bali from 10 to 11 October is likely to reach an agreement that will improve the quality of coastal and marine ecosystems. This was conveyed by the Head of Jakarta Food Security,...

Jakarta, 22 September 2023 – The 1st High-Level Meeting of the 2023 Archipelagic and Island States (AIS) Forum in Bali is crucial to preserve Indonesia's marine sustainability in a challenging future.

This was stated by a tourism observer from Jenderal Soedirman University (Unsoed) Chusmeru, on Friday, 22 September. "One of the challenges is coastal exploitation and marine pollution," said Chusmeru.

Given these challenges, the principles of “Our Ocean, Our Future” become important topics for discussion at the High-Level Meeting, bringing together 51 archipelagic and island states. The meeting will be held on 10 – 11 October in Nusa Dua, Bali.

According to Chusmeru, conflicts such as the one that occurred in Natuna are an example of the challenges faced by Indonesia apart from the threats of coastal exploitation and marine pollution.

Therefore, the “Solidarity” concept in the High-Level Meeting of the AIS Forum needs to be implemented in the form of mutually beneficial conflict resolution.

The High-Level Meeting of the AIS Forum 2023 can also benefit Indonesia's marine-based tourism development because it will foster collaboration and innovation among forum members.

"Development of the blue economy that brings prosperity to communities is expected to be established," said Chusmeru.

The ideal approach to developing marine tourism is by entrusting it to tourism villages that possess knowledgeable human resources about the tourism potential in their area. Tourism village administrators are deemed to have practical knowledge of environmental preservation in their region.

The development of marine tourism by tourism villages is also a form of accelerating integrated village development to improve the community’s welfare.

A developed tourist village can have a domino effect, leading to improvements in environmental quality, community welfare, and cultural preservation.

Chusmeru believes that coastal exploitation, which could adversely affect environmental sustainability, may occur if investors outside the village dominate the coastal development. "So, hand over the management to the local community through tourism villages, then let the Village-Owned Business Enterprises (BUMDES) manage the investment," said Chusmeru.

Indonesia needs to develop quality tourism, not quantity tourism, to achieve the target of marine and coastal tourism by prioritizing the principles of sustainable tourism.

With quality tourism, marine tourism administrators in Indonesia should selectively screen incoming tourists to ensure that only qualified tourists who are oriented towards recreation with concerns about the environment can enter the marine tourism areas. High-Level Meeting of AIS Forum, Crucial for the Sustainability of Indonesian Maritime Governance

Jakarta, 22 September 2023 – The 1st High-Level Meeting of the 2023 Archipelagic and Island States (AIS) Forum in Bali is crucial to preserve Indonesia's marine sustainability in a challenging future. This was stated by a tourism observer from Jenderal Soedirman University (Unsoed) Chusmeru, on...

This is to create a sustainable marine tourism industry.

This is because most of the coastal areas on the island of Java, including Jakarta, are estuaries of large rivers, which if not anticipated will become rubbish dumps and threaten the surrounding environment, including flora and fauna along the coast.

Tauhid said environmental management in general, even to the upstream, must be a priority. If this step is taken, the potential for coastal tourism will be evenly distributed, starting from the West and East regions of Indonesia.

"It is because the beauty of the coast of Eastern Indonesia remains intact because there are no industrial areas that cause waste," he said.

Besides waste management, the infrastructures development is an important step in creating sustainable marine and coastal tourism in Jakarta. These infrastructures include access and services, such as roads, electrical energy, connectivity, rubbish bins, and sanitation.

Network infrastructure is a crucial problem when tourists want to go on holiday but still have to do office work or contact other people.

Tauhid continued, that other things that need to be encouraged to create sustainable coastal tourism in the capital city are culture and education. Currently, he admitted that training in the Western region, especially Jakarta, mostly teaches land-based tourism. In fact, marine-based tourism has different characteristics.

Land-based tourism education shows that human resources (HR) in Jakarta are limited in terms of developing coastal tourism, such as snorkeling skills and so on.

"I think human resource development is important, apart from keeping coastal areas healthy," said Tauhid.

The High-Level Meeting of the AIS Forum 2023 will be attended by representatives from 51 archipelagic and island states, 25 Heads of state/Government, and 30—47 ministerial-level officials. Observer: AIS Forum Expected to Agree to Increase Marine Tourism Capacity

Jakarta, 22 September 2023 – The High-Level Meeting of the Archipelagic and Island States (AIS) Forum 2023 is expected to agree to increase the capacity and quality of marine tourism. It was stated by the Executive Director of the Institute for Development of Economics and Finance (INDEF), Tauhid...

Jakarta, 21 September 2023 – The development of the Seribu Islands area for conservation-based tourism is considered by many to contribute to the advancement of the blue economy in DKI Jakarta.

The development of coastal areas, such as the Seribu Islands, is a concrete example that Indonesia can bring to the High-Level Meeting of the Archipelagic and Island States (AIS) Forum 2023, which will take place in Bali Province on 11 October.

Currently, the implementation of the blue economy concept in Jakarta is urgent to preserve the environment and advance the empowerment of coastal communities.

This was a statement made by the Head of the Center for Coastal and Marine Resources Studies at the Bogor Institute of Agriculture (IPB) Yonvitner in Jakarta on Thursday, 21 September.

"Conservation-based tourism in Seribu Islands must be maintained. Reclamation should not be legalized because it will damage the ecosystem, resources, and economy of Jakarta residents," said Yonvitner.

The Seribu Islands has become an Ecological Conservation Center through the Decree of the Governor of DKI Jakarta Province Number 1042 of 2018 concerning the List of Regional Strategic Activities (KSD).

Apart from maintaining the conservation of Seribu Islands, Yonvitner said that the implementation of the mariculture and biotechnology industry should also be improved to promote the blue economy, especially the livelihoods of coastal communities in Jakarta.

Cultivation of whiteleg shrimp in shallow waters, grouper, lobster, and seaweed farming are examples of mariculture that can be developed in Jakarta. This is also the case for the cultivation of algae for marine biotechnology.

Contacted separately, the Executive Director of the Center of Reform on Economics (CORE) Indonesia Mohammad Faisal said that the implementation of the blue economy through maritime tourism in Jakarta, especially in the Seribu Islands conservation area, should continue to be promoted as it holds great potential for coastal residents.

This potential is due to the large number of Jakarta residents with high disposable income for tourism. Therefore, the Seribu Islands should harness this potential due to their proximity to Jakarta.

"However, it is important to encourage maritime tourism in Seribu Islands to be more aware of environmental and sustainability aspects by implementing principles that do not harm nature and minimize the impact on the environment, especially in terms of waste," said Faisal.

Efforts to preserve the conservation area of the Seribu Islands should be continuously encouraged to support Indonesia's five long-term blue economy policies that were established by the Ministry of Maritime Affairs and Fisheries earlier this year.

The five policies include the expansion of marine conservation areas, implementation of quota-based measured fishing, sustainable development of marine, coastal, and inland aquaculture, as well as management and supervision of coastal areas and small islands, and management of marine plastic waste through the participation of fishers.

Aside from Indonesia, other member states of the AIS Forum also highlight the implementation of the blue economy. Therefore, the blue economy is one of three sub-themes at the 2023 AIS Forum High-Level Meeting.

The Blue Economy sub-theme aims to establish the blue economy as a driving force for the recovery and transformation of the economies of island/archipelagic states to develop people’s livelihoods that are based on environmental sustainability and long-term sustainability.

There is also the sub-theme titled “Our Ocean, Our Future”, which aims to emphasize concerns over the real threat of climate change impacting the future of the ocean and the future of the populations of the island and archipelagic states worldwide.

Another sub-theme is “Solidarity”, which aims to emphasize the three main principles, namely interdependence, mutual assistance, and mutual benefit. These principles were adapted from the concept of “gotong royong” (mutual cooperation), a traditional Indonesian value.
Jakarta, 21 September 2023 – Indonesia will host the High-Level Meeting of Archipelagic and Island States (AIS) Forum 2023 in Bali on 11 October.

A number of analysts believe that this forum will be Indonesia's contribution to addressing global maritime issues.

The statement was made by Mohamad Abdi Suhufan, the Coordinator of Destructive Fishing Watch (DFW) Indonesia, in Jakarta on Thursday, 21 September.

One of them, Abdi continued, is marine tourism. Among the Indonesian regions with this potential is DKI Jakarta, which, according to him, has the potential to develop and become a lifeline for coastal communities.

"Like in the Seribu Islands, the trend of marine tourism will continue to develop," said Abdi Suhufan.

The potential for marine tourism development is based on existing natural resources and wealth, such as the presence of hundreds of fish species, coral reefs, mangroves, and protected rare animals.

According to Abdi Suhufan, the rapid realization of marine tourist growth needs a strong collaboration between stakeholders and coastal communities.

The government and private sector must encourage the community to become the main actors in establishing a blue economy in the capital city so that they can reap significant benefits while minimizing potential conflicts.

On the other hand, the community must build capacity and raise awareness about sustainable tourism by preventing damage and contamination of coastal environments.

Another task is to improve and ensure the provision of basic infrastructure in coastal areas, such as telecommunications facilities, clean water, and electricity.
