Badung-Bali, 7 October 2024 – The 2023 High-Level Meeting of the Archipelagic and Island States Forum, scheduled for 10–11 October, in Bali, will further strengthen the AIS Forum's commitment to implementing concrete programs to increase sustainable blue economy activities.

Since its establishment in 2018, this forum has been focusing on increasing the capacity of coastal communities to manage the ocean.

For instance, the AIS Forum has supported the expansion of more than 500 startups spread across archipelagic and island countries throughout the world.

This was said by the Senior Advisor for Climate Governance of the United Nations Development Program (UNDP) Indonesia, Abdul Wahib Situmorang, on Saturday, 7 October in Jakarta.

"(AIS Forum) supports 500 startups through funding and capacity building such as training, workshops, and business matching. "The AIS Forum's various cooperation have brought various results," he said.

Some of the collaborations include support for Micro, Small, and Medium Enterprises (MSMEs) by facilitating more than 1,500 people in this sector, including women, youth, and persons with disabilities in developing their entrepreneurship skills. Apart from that, there is a scholarship program with a value of US$430,000.

"We also provide research assistance to researchers and academics, which has reached US$204,500 to date. We also produced output that has been also used as a pilot project in other AIS countries," said Wahib.

In the field of entrepreneurship, he continued, the AIS Forum provided seed funding amounting to US$185,000 to various startups to develop innovative solutions that could become pilot projects in other AIS countries.

The Forum has also collaborated with dozens of experts, researchers, and policymakers. It also has thousands of partners that enable this forum to disseminate and carry out its mission, especially on issues faced by island and archipelagic countries.

"So, the High-Level Meeting (HLM) of the AIS Forum will increase cooperation among island and archipelagic countries in the world," said Abdul.

Meanwhile, Head of the Communications Bureau of the Coordinating Ministry for Maritime Affairs and Investment, Andreas Dipi Patria, added the AIS Forum will make Indonesia's role in the international arena more real and be taken into account, in addition to providing benefits in exchanging innovations for island and archipelagic countries.

Jakarta, 6 October 2024 – The Bali Provincial Government applies several restrictions during the preparation and implementation of the 1st High-Level Meeting of the Archipelagic and Island States Forum slated to be held from 10 to 11 October in Bali.

One of the restrictions is the prohibition of kite flying which has become a popular activity in Bali. This is stated in a circular letter number B.23.338/14322/V/DISNAKER ESDM on Prohibition of Kite Flying from 4 to 18 October 2024 in Bali Province.

This was emphasized by Bali Province Regional Secretary Dewa Made Indra in an online press conference entitled Road to the 1st HLM of the AIS Forum on Friday, 6 October in Jakarta.

"In Bali, during certain seasons, people fly kites. So, if the thread is broken, it can certainly disrupt electricity lines. We have coordinated with all parties to prevent this from happening," he said.

The Bali Provincial Government has coordinated with several parties, namely the state-owned electricity company PT PLN in the Bali region, the kite flier associations, customary village heads, regents, and mayors.

"We have sent them a letter. We urged that during the 1st HLM period, there is no kite flying activity to minimize the potential of disruption to the electricity line," Made Indra said.

The Bali Government has also asked the regional heads and the relevant agencies to trim the trees that are growing close to power lines to prevent any disruptions.

“Not cutting, but trimming. So, it will be more beautiful, and we’ll be able to anticipate the risk of trees being felled by winds early on," Made Indra said.

The following is an excerpt from the Bali Provincial Government's appeal as written in the letter:

We urge the Regents and Mayors in Bali, Bandesa Agung (Principal Heads) of Customary Villages Council of Bali Province, Bandesa Madya (Senior Heads) of Customary Villages Council of Regencies/Cities in Bali, Bandesa Adat (Customary Village Heads) of Bali, Perbekel (Village Heads) in Bali, Bali Kite Flyer Associations/Communities, and all communities in Bali Province region to:

1. Ensure that tree trimming along roads or parks close to electrical power distribution networks is carried out regularly to avoid electrical accidents.
2. Prohibit kites and/or balloons flying under the electric power distribution network as it can be life-threatening and disrupt electricity distribution to the community.
3. Prohibit kite flying using threads made from glass/metal.
4. Prohibit the kite flying at night to reduce the risk of falling kites/kite threads touching the low/medium voltage electrical power installation network.

The 1st HLM carries the theme “Fostering Collaboration, Enabling Innovation for Our Ocean and Our Future.” In particular, the meeting will discuss global issues in maritime affairs.

At the 1st HLM, Indonesia will promote and focus on three aspects, namely blue economic development, climate change challenge, and strengthening solidarity among island and archipelagic countries.

It is believed that the AIS Forum collaboration will benefit all participating countries, including Indonesia, among other things, by increasing communication, sharing experiences, and expediting the resolution of development problems through shared views regarding maritime issues. Jakarta, 6 October 2024 - The Bali Provincial Government has taken measures to support environmental sustainability at the 2023 High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum, which will take place on October 10-11. Similar to previous international events held in Bali, one of the initiatives is the use of electric vehicles by officials and delegates.

"The police will use electric vehicles for patrols and security escorts during the HLM. Although it is not mandatory, most vehicles at the venue are electric," said Dewa Made Indra, the Regional Secretary of the Bali Provincial Government during a virtual press conference on Friday, 6 October.

Another step taken is the utilization of renewable energy sources for the lighting along the roads. These lights are part of the same infrastructure built during the G20 Summit held in Bali in November 2022. The Bali Provincial Government has been carrying out maintenance on these lights as part of their commitment to environmental sustainability.

Regarding efforts to ensure the comfort of the 1st HLM delegates, Dewa stated that the provincial government has coordinated with Badung Regency’s Environmental and Sanitation Agency to guarantee cleanliness and waste management of the area, especially around Nusa Dua. This is to ensure that the environment remains pristine and pleasant.

He also stated that the agency will conduct patrols and manage waste disposal during the HLM-1, ensuring that waste disposal times do not coincide with the arrival of the delegates.

Dewa also appealed to the Balinese people to participate in maintaining cleanliness by not littering along the routes to the venue and in other areas for the comfort of the participants.

"We will ensure that cleanliness is maintained in all areas and routes used by participants. Waste management and other activities will be closely monitored starting tomorrow until the end of the event to ensure cleanliness and prevent any discomfort," he said.

It has been confirmed that 32 countries will be present at the HLM, with 5 heads of state attending in person in Bali. These heads of state include the President of Micronesia, the Prime Minister of Niue, the Prime Minister of São Tomé and Príncipe, the Prime Minister of Timor-Leste, and the Prime Minister of Tuvalu.

The 1st HLM of the AIS Forum carries the main theme of "Fostering Collaboration, Enabling Innovation for Our Ocean and Our Future," with three sub-themes: Blue Economy; Our Ocean, Our Future; and Solidarity.

Fiji and Tonga will be represented by their Deputy Prime Ministers. Maldives, Madagascar, Marshall Islands, Palau, Seychelles, Singapore, Solomon Islands, and Papua New Guinea will be represented by their respective Ministers.

Additionally, Carbo Verde and New Zealand will have their Deputy Ministers in attendance. Ireland, Japan, Cyprus, Samoa, Malta, the United Kingdom, Saint Lucia, the Cook Islands, the Philippines, and Suriname will be represented by their ambassadors.

Jakarta, 6 October 2024 – The Bali Provincial Government is ready to receive state guests who will be attending the 2023 High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum, scheduled for 10 – 11 October, in Nusa Dua, Badung Regency.

The local community is also encouraged to participate in extending their distinctive Nusantara warmth and hospitality, as seen in previous international events held in Bali.

This statement was made by the Regional Secretary of the Bali Provincial Government Dewa Made Indra during a virtual press conference titled "Road to the 2023 HLM of the AIS Forum" in Jakarta, Friday, 6 October.

Currently, they are actively coordinating with various stakeholders to ensure that the event proceeds safely, smoothly, and successfully.

"On behalf of the entire Balinese community, I express our utmost gratitude for choosing Bali once again as the venue for such important meetings," said Dewa Made Indra.

As part of their preparation, they are also collaborating and synergizing with the Coordinating Ministry for Maritime Affairs and Investment, the Ministry of Foreign Affairs, the Ministry of Communications and Informatics, and other relevant ministries. They are also working together with the Indonesian National Armed Forces (TNI) and the National Police (Polri).

"We are working closely with all these stakeholders, including preparation for the arrival of delegations at the airport. We have held several coordination meetings and conducted on-site checks to ensure that the airport is fully prepared to welcome the delegates comfortably and smoothly," Dewa explained.

Aside from focusing on coordination, they are also ensuring the security of the delegates and guests of the 1st HLM, including transportation, meeting venues, and accommodations. All of these have been coordinated properly with the Bali Regional Police and with support from the National Police Headquarters.

"We also call on the community to participate in creating a conducive atmosphere as well as maintaining cleanliness and security at all event venues and along the routes. This way, we can truly showcase Indonesia's friendliness to our state guests," Dewa stated. Dewa mentioned that seven hotels have been prepared to welcome the 1st HLM. All of them are located within the Indonesia Tourism Development Corporation (ITDC) complex and its surroundings in Nusa Dua.

These hotels are fully prepared and have prior experience hosting heads of state/government, ministerial-level delegations, and other government officials.

Jakarta, 6 October 2024 – The National Police (Polri) finalized the security preparation for the 1st High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum by conducting a tactical floor game (TFG), on Friday, 6 October at the Perkasa Raga Garwita Building, Bali Regional Police Headquarter, Denpasar.

The Head of the Police Traffic Corps, Inspector General Firman Santyabudi, who led the activity, said that the TFG is essential to strengthen the readiness of the personnel involved in securing the 1st HLM of the AIS Forum scheduled to be held on 10—11 October in Nusa Dua, Badung Regency, Bali.

“This procedure and mechanism must be performed in a multi-level training. It is a continuation of the previous stage,” said the Head of the Police Traffic Corps.

Firman hopes that through this activity, the personnel involved can discover new and unexpected issues so they can anticipate them and become more competent and experienced in facing the next level of activities.

The Head of the Bali Regional Police, Inspector General Ida Bagus Kade Putra Narendra, who was also present at the event stated that the TFG is part of a series of VIP and VVIP security details. It is crucial in a dynamic situation, especially in the movement of members on duty and delegates during the 1st HLM.

“This Tactical Floor Game aims to identify details on the implementation of the security measures in Ring 1, 2, and 3, which may be moving dynamically. With this initial planning, even if the situation will run dynamically during the 2023 HLM of the AIS Forum, the implementation will not be changed significantly,” said the Bali Regional Police Chief.

Meanwhile, the Head of Bali Regional Police Public Relations, Police Commissioner Jansen Avitus Panjaitan, said that given the importance of this TFG activity, the focus and high enthusiasm of all Regional Security Task Force personnel are needed, so that everything can run smoothly as expected.

“The Bali Regional Police, which is part of the Bali Regional Security Task Force, personnel deployed from the National Police Headquarters (Mabes Polri), and nearby police forces are continuously working for the success of the event by constantly coordinating and collaborating with stakeholders in Bali Province in anticipating undesirable circumstances,” said Head of Bali Regional Police Public Relations.

Jakarta, 6 October 2024 – The organizing committee of the High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum has prepared free shuttle bus services for journalists heading to the Media Center for the event at the Bali Nusa Dua Convention Center (BNDCC) in Nusa Dua, Badung Regency, Bali.

The aim of providing shuttle buses is to facilitate the movement of journalists to the Media Center while covering the 1st HLM of the AIS Forum, which will be held on 10 – 11 October 2023. The shuttle service has two departure points with three routes.

This was revealed by the Director General of Public Information and Communications of the Ministry of Communication and Informatics Usman Kansong in Jakarta, Friday 6 Oktober.

"We provide shuttle bus services with three routes to the Media Center. Journalists are encouraged to utilize this service to arrive at the Media Center or return to their departure point," he said.

The first route, the Tanjung Benoa Line (Bus 1 and Bus 2) goes to the Media Center at BNDCC passing the Grand Whiz Hotel, Sofitel Hotel, Sol Benoa Hotel Bali, and Conrad Hotel Bali.

The second route, the Nusa Line (Bus 3 and Bus 4) goes to the Media Center at BNDCC passing The Westin Hotel, Novotel Nusa Dua Hotel, Courtyard Hotel, and Santika Siligita Hotel.

For the first and second routes, shuttle buses will start operating on 8 – 110 October. The shuttle service will be available from 07.00 AM to 11.00 PM local time, with buses departing every 60 minutes.

The departure point for the third route is from Bali's I Gusti Ngurah Rai International Airport to the media registration location at the Santika Siligita Hotel and the Media Center at BNDCC. For the third route, shuttle buses will start operating on 6 – 10 October. The shuttle service will be available from 08.00 AM to 08.00 PM local time, with buses departing every 60 minutes. Badung, 6 October 2024 – The Archipelagic and Island States (AIS) Forum holds the AIS Youth Conference as part of a series of the 1st High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum. The event will convene in Bali from 6 to 8 October 2024 at the Mulia Nusa Dua Hotel, Badung, Bali.

The AIS Youth Conference carries the theme "Bridging the Waves for the Ocean Future We Want." It is attended by youths from 29 AIS Forum participating countries representing three regions, namely the Pacific Ocean, the Indian Ocean, and the Atlantic Ocean.

The youths have undergone a selection process by the AIS Forum Secretariat. They will participate and play a role in the efforts to advocate sustainable ocean protection and blue economy development.

On the first day, 6 October, Jodi Mahardi, the Deputy for Maritime Sovereignty and Energy Coordination of the Coordinating Ministry for Maritime Affairs and Investment of the Republic of Indonesia, delivered a remark and officially opened the AIS Youth Conference.

The Head of the AIS Forum Secretariat, Riny Modaso, said that the AIS Youth Conference is the Forum’s strategic initiative which aims to involve the young generation in processes and activities and to increase regional awareness on maritime and climate issues.

"Young generation is the power of the future in ensuring the sustainability of oceans and marine resources. They are an integral part of the solution to the global challenges faced by AIS countries," said Riny.

Furthermore, Riny said that the 2023 AIS Youth Conference agenda covers four key topics, such as AIS Youth for Ocean-based Climate Actions, Advancing Youth-led Blue Entrepreneurship, Project & Business Management 101 for AIS Youth, and Youth-advocacy in International Ocean Diplomacy.

For two days, youth delegates will discuss these issues. On the third day, there will be a site visit to one of the marine eco-tourism sites in Bali.

“They will participate in various panel sessions, discussions, and visits to the local fisheries industry in Bali and marine ecotourism sites. "Apart from that, these youth will prepare an AIS Youth Declaration which will be an important element in efforts to encourage real action for a better ocean," she added.

Riny hoped that there would be AIS youth delegates invited to attend the AIS Leaders lunch of the 1st HLM of the AIS Forum so that they will have the opportunity to convey advocacy and the results of AIS Youth Conference 2023 to the delegates of the 1st HLM of the AIS Forum.

Jakarta, 5 October 2024 – As one of the commitments to advance the blue economy sector, the Archipelagic and Island States (AIS) Forum is ready to support archipelagic and island states in issuing sovereign blue bonds. 

This support is demonstrated through the AIS Forum’s commitment to collaborate in preparing the Blue Financing Strategic Framework. This document serves as an investment guide in blue economy activities, taking into account the social, economic, and environmental impacts. 

The Blue Financing Strategic Framework document was formulated through cooperation between the AIS Forum Secretariat, the Coordinating Ministry for Maritime Affairs and Investment of the Republic of Indonesia, and the Innovative Financing Lab of UNDP (United Nations Development Programme) Indonesia. 

Published in 2022, this innovative document is designed to promote investments in sustainable marine-based or marine-related economic activities. The document targets governments, financial service sectors, philanthropists, and international/donor organizations with significant potential to support the blue economy. 

"We realize that cross-stakeholder cooperation is essential to facilitate the global transition to a more sustainable blue economy. With this guidance, stakeholders from all sectors will find it easier to identify opportunities and play a role in sustainable investments in the blue economy," said Jodi Mahardi, Deputy for Maritime Sovereignty and Energy Coordination of the Coordinating Ministry for Maritime Affairs and Investment (Kemenko Marves), in Jakarta, Thursday, 5 October 2023. 

This document also serves as a reference for the Indonesian Government, through the Ministry of Finance, in issuing sovereign blue bonds. In May 2023, the Indonesian government issued its first sovereign blue bonds and offered them to the public, with a total value equivalent to 20.7 billion yen. 

This issuance showed Indonesia's commitment to harnessing innovative financing sources to promote sustainable investment and use of marine ecosystems for the benefit of society. 

This significant achievement serves as a crucial milestone in highlighting the immense potential of investments in this sector. 

Indonesia has identified blue sectors and projects that meet sustainability criteria based on the framework developed in collaboration with the AIS Forum Secretariat. The Indonesian government subsequently has implemented best practices to ensure that funds obtained from Blue Bonds are directed toward initiatives that support the principles of the blue economy. 

"Indonesia's success in launching sovereign blue bonds can serve as a blueprint for other countries to utilize blue financing potential as a tool for economic growth, environmental preservation, and long-term prosperity while safeguarding their unique maritime ecosystems," Jodi said. 

Based on the successful example set by Indonesia, the AIS Forum Secretariat believes that the Blue Financing Strategic Framework can be an appropriate approach for other archipelagic and island states to issue similar sovereign blue bonds. 

This strategic approach will not only enhance transparency but also ensure that investments align with sustainable development goals, especially for archipelagic and island nations heavily dependent on their marine resources. 

In the future, the AIS Forum Secretariat will continue its efforts to introduce the Blue Strategic Financing Framework to other archipelagic and island states. This must be accompanied by an active role in supporting these countries in issuing blue bonds to support their marine financing agendas. 

Discussions on the Blue Strategic Financing Framework will be a key theme in the 1st High-Level Meeting of the AIS Forum which will be held in Bali on 10-11 October. (AIS Forum Secretariat/TR/Sri Widadi/Wisnu Wardoyo).

Denpasar, 5 October 2024 – To ensure the security of the 1st High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum, the Indonesian Police (Polri) expects the Balinese people to actively participate in maintaining the security and public order.

This was communicated by the National Police's Public Relations Division Head, Police Chief Commissioner Jansen Avitus Panjaitan, in Jakarta on Thursday, 5 October.

Jansen also urged the Balinese people to support and ensure the success of the 1st High-Level Meeting (HLM) of the AIS Forum, which will be held in the ITDC area of Nusa Dua, Bali, on 10—11 October.

In the meantime, Jansen apologized to tourists who wish to visit and are vacationing in Bali, particularly in the areas of Denpasar City, Badung Regency, and Gianyar. He expressed regret if any disruptions in security, safety, order, and traffic flow are encountered by the tourists.

"We apologize for any inconvenience caused by the preparation and implementation of the 1st HLM, such as traffic jams. Let us make it a success by maintaining Bali's public order and security situation. The success of this event will have an impact on the tourism sector because it will raise travelers' interest in visiting the island of Bali," he stated.

The 1st HLM will carry the theme "Fostering Collaboration, Enabling Innovation for Our Ocean and Our Future," which will specifically discuss global issues related to the ocean.

As host, Indonesia will also promote and focus on three issues: blue economy development, climate change challenges, and strengthening solidarity among archipelagic and island states.

Indonesia initiated the meeting because it recognizes that cooperation and collaboration are required to address the shared issues that archipelagic and island states face.

The AIS Forum collaboration is believed to benefit all participating countries, including Indonesia. These benefits primarily stem from enhanced communication, experience sharing, and expedited resolution of developmental challenges by uniting perspectives on maritime issues.

Denpasar, 5 October 2024 – The IX/Udayana Regional Military Command Chief (Pangdam) of the Indonesian National Armed Forces (TNI) Major General Harfendi guaranteed the safety of Bali for the 2023 High-Level Meeting (HLM) of the Archipelagic and Island States Forum (AIS Forum), which will be held in Nusa Dua, Bali on 10 – 11 October.

Major General Harfendi emphasized this following the commemoration ceremony of the TNI’s 78th anniversary at Puputan Niti Mandala Field, Renon, Denpasar, Thursday, 5 October.

He also revealed that the TNI has begun preparations for various security measures for the HLM.

"We are ready to secure it because this is an international event, an event for all of us, especially Bali and Indonesia as a whole," said Udayana Military Area Command Chief.

Harfendi also ensured that there were no significant security concerns in Bali to date. As of 5 October, joint personnel and equipment from various locations have begun to arrive in Bali.

Alongside the Indonesian National Police (Polri), the TNI has started their initial plans by conducting a series of Tactical Floor Games (TFG) in both Bali Regional Police and IX/Udayana Military Command.

"We have started preparations for the 1st HLM. Most recently, we conducted a Tactical Floor Game for the Regional Security Task Force and Evacuation Task Force," said Harfendi.

The joint TFG involving the TNI and Polri will be conducted on Friday, 6 October, in Kepaon, Denpasar, and a troop parade will take place on Saturday, 7 October, at Niti Mandala Field, Renon. The parade will be led directly by the TNI Chief Admiral TNI Yudo Margono, and the Indonesian National Police Chief General Police Listyo Sigit Prabowo.

The main theme of the 1st HLM is "Fostering Collaboration, Enabling Innovation for Our Ocean and Our Future," with three sub-themes: Blue Economy, Our Ocean Our Future; and Solidarity.

As of Thursday, 5 October, it has been confirmed that 32 countries will be present, with five Heads of State attending directly in Bali, including the President of Micronesia, the Prime Minister of Niue, the Prime Minister of São Tomé and Príncipe, the Prime Minister of Timor-Leste, and the Prime Minister of Tuvalu.

Fiji and Tonga will send their Deputy Prime Ministers. Meanwhile, Maldives, Madagascar, Marshall Islands, Palau, Seychelles, Singapore, Solomon Islands, and Papua New Guinea will be represented by their Ministers.

Cape Verde and New Zealand will be represented by their Deputy Ministers, while Ireland, Japan, Cyprus, Samoa, Malta, the United Kingdom, Saint Lucia, the Cook Islands, the Philippines, and Suriname will have their Ambassadors in attendance.
