Nusa Dua, Bali, 8 October 2024 – The Indonesian National Police (Polri) deployed the Action Task Force of Operation Tribrata Agung to anticipate contingencies during security operations of the 1st High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum in Bali, 10 – 11 October 2023.

In Jakarta, Sunday, 8 October, the Head of the 2023 Tribrata Agung Operation Action Task Force Brigadier General Waris Agono explained that the Action Task Force had made security preparations a week before the 1st HLM.

"We have been making security preparations well in advance. We even started transporting equipment and infrastructures here (Bali) a week ago to make the necessary preparations," said Waris.

The Action Task Force is responsible for anticipating, handling, and taking action in case of contingencies during the 2023 HLM of the AIS Forum.

"These contingencies include social conflicts, terrorism, or crimes involving firearms, explosives, bombs, and unregistered drones in the agreed anti-drone forum," he said.

In this operation, the National Police deployed 842 Mobile Brigade personnel spread across five clusters at predetermined locations.

"Personnel in the field are equipped with equipment prepared for each location. There are trail vehicles, tactical vehicles, and an action table to guide the personnel," said Waris.

They are also equipped with an app for reporting the situations on the field. When they require assistance, they can use it to report to the command center. Then, the command center will mobilize the nearest personnel to provide assistance.

Several key security points include the airport, the delegation's travel route, and the 2023 HLM venues.

"Additionally, tourist attractions are also included in our security considerations. If delegations visit tourist attractions and shopping areas during their free time, we ensure sterilization and security measures are in place," he said.

Apart from the Action Task Force, Operation Tribrata Agung 2023 also deployed several task forces, namely the Preemptive Task Force, the Preventive Task Force, the Walrolakir (escort, route, patrol, and parking) Task Force, the Gakkum (law enforcement) Task Force, the Anti-Terror Task Force, the Public Relations Task Force, and the Banops (operational support) Task Force.

TNI and Polri Synergy

Previously, together with the Indonesian National Armed Forces (TNI), the National Police also held a Troop Parade for the Security of the 2023 HLM of the AIS Forum to check the readiness of personnel, materials, and infrastructures for security operations.

The troop parade also represented the commitment to providing maximum security for the attending countries' leaders and heads of state.

The Commander of the Joint Regional Defense Command (Pangkogabwilhan) II Air Marshal Andyawan Martono Putra and the Chief of the National Police Security Management Agency (Kabaharkam) Commissioner General Mohammad Fadil Imran served as the Inspecting Officers at the parade held at the Niti Mandala Renon Field, Denpasar, Bali, Saturday, 7 October.

TNI, specifically the Joint Integrated Security Command for VVIP of the HLM of the AIS Forum, deployed 13,290 TNI soldiers consisting of a combination of three services. Meanwhile, the National Police involved 4,286 personnel to secure the HLM.

The troop parade, attended by thousands of TNI and Polri personnel, aimed at checking the readiness of personnel and equipment responsible for the security of the Heads of State and delegates of the 1st HLM.

The success of hosting the 2023 HLM of the AIS Forum will not only impact the reputation of the security forces but also the reputation and international standing of Indonesia.

The participants in the parade include various Task Force personnel, including the Intelligence Task Force, the Area Security Task Force, the VVIP Task Force, the Special Forces Task Force, the Naval Task Force, the Air Task Force, the Airport/Port/Installation Task Force, the Medical Task Force, the Electronic Communications Task Force, the Information Task Force, the Evacuation Task Force, the VIP Task Force, and one Company-Level Music Corps.

Nusa Dua, Bali, 8 October 2024 - Indonesia is a maritime country with two-thirds of its territory consisting of waters. Referring to the results of the United Nations Convention on the Law of the Sea (UNCLOS), on 10 December 2024 in Montego Bay, Jamaica, Indonesia's sea area reached 3,257,357 square kilometers (km2). Likewise, the country's coastline spans 81,290 km, the second longest in the world after Canada.

Given this reality, there are many challenges to understanding in detail the characteristics and potentials of the archipelago's waters. Indonesia needs data on its oceanographic characteristics to safeguard its national interests and play a greater role globally. Measurements become vital as its waters have oceanic currents or Indonesian throughflow.

Such currents are one of the systems that can change the characteristics of global waters. A special instrument is needed to measure or collect data from the entire waters in real time. It must also be able to provide accurate measurements in both shallow and deep waters.

Unfortunately, no instrument can make real-time measurements and is suitable for all types of Indonesian waters. This motivated Noir Primadona Purba to create a tool for monitoring and measuring water characteristics based on digital technology.

Mr. Noir, a lecturer at the Marine Department of the Faculty of Fisheries and Marine Science, Padjajaran University Bandung, succeeded in creating ARHEA, a portmanteau of Advanced Drifter GPS Oceanography Coverage Area. The ARHEA is a 1-meter-long yellow aluminum tube that measures 144 millimeters in diameter and weighs about 15 kilograms.

The tubes are fitted with sensors, batteries, data storage, a global positioning system (GPS), and radio and satellite communication systems. In open or closed water, the tube will float because it is fitted with a floater. In other words, it follows the water parcel wherever the current goes. The device works similar to a drone, but it operates underwater.

This tool is also applicable in closed waters, such as reservoirs and lakes. It can also be used to observe very shallow waters. ARHEA can dive to a maximum depth of 200 meters below sea level. This tool is mainly used to measure currents in a lagrangian manner.

Before reaching the deepest distance limit, the sensor will signal the device to immediately rise with a rotor engine push installed at the bottom of the tube. ARHEA is powered by batteries that can be recharged every three months.

"When it reaches the water surface, it will immediately begin to transmit data. After all the data is sent in 15 to 25 minutes, ARHEA will make another dive," said Mr. Noir on Sunday, 8 October.

He explained that the sensors installed are tailored to the needs of the users. They can measure atmospheric parameters, such as air temperature, humidity, and water pollution levels. It can also measure parameters in the water, such as salinity, acidity (pH), water temperature, dissolved oxygen (DO), and turbidity.

It can even predict fish population areas or fishing ground prediction and at the same time map the area. The accuracy reaches below 5 meters from objects recorded below the water surface. ARHEA can function as a monitoring tool for marine protected areas. It can be used by agencies related to maritime and fisheries. In addition, ARHEA can be deployed to the sea using boats or airplanes.

Accurate, measurable, and tested

The duration of each measurement by the sensor can also be customized by the user, such as every 5, 30, or 60 minutes. The stored data is then transmitted via satellite, and received by a server at the Indonesia Sea-Padjajaran Oceanographic Data Center. The sensor monitoring results are instantly published in real-time on www.isea-pdoc.org.

The development, according to the marine doctoral candidate, has been carried out since 2016 by the Unpad Maritime Research Laboratory (MEAL), the University of the Philippines’ Marine Science Institute (MSI), and PT Robo Marine Indonesia. The prototype was named GPS Drifter Combined (GERNED). It was later named RHEA or Drifter GPS Oceanography Coverage Area.

ARHEA has also undergone a series of trials in several Indonesian waters, including in Pangandaran in West Java and Pramuka Island in Seribu Islands Regency, Jakarta. In addition, it has also been tested in the Suva, Fiji waters. During the declaration of the Archipelagic and Island States Forum in Manado, North Sulawesi on 1 November 2018, ARHEA was also unveiled to the attendees.

This device immediately captured the attention of the delegates from the participating countries. Stakeholders in the marine and fisheries sector instantly expressed interest in adopting ARHEA. "We are proud of this device because almost 80 percent of the components are made domestically and ARHEA is produced in Indonesia except for the transmitter used to send data to the satellite, which still has to be imported," Noir explained.

Because of its benefits, especially for island and archipelagic countries, the AIS Forum together with the United Nations Development Program (UNDP) provides full support for the development of ARHEA, especially in the form of grant assistance. Badung, 8 October 2024 - The Designated Minister and Minister for Fisheries and the Blue Economy of Seychelles, Jean Francois Gabriel Ferrari, was the first state guest to arrive at I Gusti Ngurah Rai Airport, Bali to represent his country in the 1st High-Level Meeting of the Archipelagic and Island States Forum.

Ferrari arrived at the airport's VVIP Terminal I on Saturday, 7 October, at around 10:20 p.m. Central Indonesian Time (GMT+8) and was welcomed by the Senior Staff to the Coordinating Minister for Maritime Affairs and Investment of the Republic of Indonesia on Maritime Socio-Anthropology, Basilio Dias Araujo. Together, they proceeded to the airport's VVIP Terminal I and had a brief conversation.

Following the arrival of Seychelles' Designated Minister and Minister for Fisheries and the Blue Economy, Jeremiah Manele, Solomon Islands' Minister of Foreign Affairs and External Trade, arrived at about 11:55 p.m. (GMT+8), where he was also welcomed by Basilio Dias Araujo.

Balinese dances enlivened the reception for the two guests of the 1st HLM of the AIS Forum, which will take place on 10—11 October. The 1st HLM with the theme "Fostering Collaboration, Enabling Innovation for Our Ocean and Our Future" will specifically discuss global issues related to the ocean.

Badung, 8 October 2024 – The Indonesian government has prepared 430 electric vehicles as the primary mode of transportation during the 1st High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum which will take place on 10 – 11 October 2024 in Nusa Dua, Badung Regency, Bali Province.

This was stated by the Head of the Vehicle Division of General Affairs Bureau at the Ministry of State Secretary Masduki in Jakarta, Saturday, 7 October 2023.

These environmentally friendly vehicles consist of four brands, namely 28 units of BMW i7, 236 units of Hyundai Ioniq (38 units of Ioniq 6 and 198 units of Ioniq 5), 66 units of Toyota bZ4X, and 100 units of Wuling Air EV.

The BMW i7 will be used to transport Very Very Important Persons (VVIPs), which includes Presidents, Prime Ministers, or their Deputies. Meanwhile, the Hyundai Ioniq 6 is prepared as the vehicle for Very Important Persons (VIP) at the ministerial and lower levels.

Delegates accompanying heads of state or ministers will use Toyota bZ4X cars. "This arrangement is inseparable and exclusively for transportation between the airport, hotel, and venue," said Masduki.

In addition, the government has prepared three units of Wuling Air EV cars for the operational needs of each country delegation.

Liaison Officers (LO) will coordinate the use of the Wuling Air EV cars for each country delegation. The Ministry of State Secretariat has handed over the electric vehicles to the Ministry of Foreign Affairs.

The 1st HLM organizing committee has also prepared free shuttle bus services for journalists from several departure points to the Media Center at the Bali Nusa Dua Convention Center (BNDCC) in Nusa Dua.

The aim of providing shuttle buses is to facilitate the movement of journalists to the Media Center while covering the 1st HLM of the AIS Forum. The shuttle service has two departure points with three routes. Journalists are encouraged to utilize this service to arrive at the Media Center or return to their departure point. Nusa Dua, Bali, 7 October 2024 - The Archipelagic and Island States (AIS) Forum organized the AIS Youth Conference 2023 as one of the side events of the 2023 High-Level Meeting (HLM) of the AIS Forum in Bali, Indonesia, from 6 – 8 October.

The conference took place at the Hotel Mulia Nusa Dua, Bali, and was attended by 26 youth representatives from 25 AIS countries. With the theme "Bridging the Waves for the Ocean Future We Want," the event brought together youths to discuss and address the sustainability of archipelagic and island nations for a sustainable future.

Over the course of two days, the AIS Youth Conference collectively agreed to endorse the AIS Youth Declaration. This declaration contains the commitment of the youth from the AIS Forum participating countries towards protecting marine ecosystems for a sustainable future.

The key points outlined in the AIS Youth Declaration include fostering collaboration among the youth of AIS countries, aligning vision with the four focus areas of the AIS Forum, supporting the governance efforts of the AIS Forum participating countries in youth-related programs that promote collaboration for sustainable solutions, and committing to support the AIS youth programs in the future.

An Indonesian delegate Anisa Noor expressed appreciation for the organization of the AIS Youth Conference 2023. She considered the conference as a platform to convey concrete aspirations of young people in archipelagic and island states.

"This event is very meaningful because everyone has an equal opportunity to speak. We can present and mutually support solutions that reflect our respective countries. In my opinion, this is the best and most practical way to educate the public and the government,” she said.

The youth participants in the AIS Youth Conference came from diverse backgrounds with interests in various issues that are also the focal points of the AIS Forum. During the conference, they were divided into several focus groups aimed at strengthening their missions and action plans in realizing a sustainable future.

These focus groups were the AIS Youth for Ocean-based Climate Action, the AIS Youth for Sustainable Blue Entrepreneurship, the AIS Youth for Marine Pollution Eradication, the AIS Youth

for Good Ocean Governance, and the AIS Promoting Meaningful Youth Engagement.

It is hoped that these AIS youth can become pioneers in their respective countries in preserving and conserving marine and coastal ecosystems as well as supporting the implementation of the AIS Forum programs in various countries to achieve a more sustainable future for the ocean and coastal regions. Nusa Dua, Bali, 7 October 2024 – The entire international standard facilities in the Nusa Dua Bali area will ensure that the 2023 High-Level Meeting (HLM) of the Archipelagic and Island States (AIS) Forum proceeds smoothly, safely, and successfully. These facilities include security, services, and infrastructure within the area.

This was conveyed by the General Manager of The Nusa Dua I Gusti Ngurah Ardita in Nusa Dua, Badung, Bali, Saturday, 7 October.

"We ensure that The Nusa Dua area will welcome heads of state, delegates, and other invitees to the 2023 HLM of the AIS Forum properly in terms of the area’s security, facilities, and infrastructure," he stated.

Furthermore, to support the government's program of using electric vehicles as the primary mode of transportation for foreign guests and delegates, they have collaborated with PT PLN (Persero) to designate several locations as Public Electric Vehicle Charging Stations (PEVCS), including 8 units of 200Kw Ultra-Fast Charging (UFC) PEVCS, 10 units of 7.4 Kw Slow Charging (SC) PEVCS, and 20 units of Gen 2 PEVCS.

The ITDC Central Parking area will also be utilized as a parking location for electric vehicles used by delegates during the 1st HLM. These electric vehicles will include 28 units of BMW EV, 38 units of Ionic 6, 198 units of Ionic 5, 66 units of Toyota EV, and 28 units of non-electric cube vans.

ITDC Central Parking spans 1 hectare/10,000m2 with the capacity to accommodate up to 500 vehicles, while the backup parking area at the ITDC office covers 3 ares/300 m2 with a capacity of 126 vehicles.

Additionally, the area is supported by an integrated Information and Communication Technology (ICT) network to enhance services for tourism in The Nusa Dua, including internet, telephone, TV, applications, and other services.

Similar to previous international events, security and screening procedures at the entrances to the area will be conducted in accordance with international standards during the 1st HLM.

Ardita mentioned that the area's management will coordinate with the Indonesian National Armed Forces (TNI) and the National Police

(Polri) to implement traffic control through an “open and close” system when Head of Delegation (HOD)/delegates heading to or returning from the main venue.

The security facilities will operate 24 hours, comprising 93 security personnel, 2 fire brigade units with 23 personnel, 143 CCTV cameras distributed across 39 locations, 3 Balawista (lifeguard) posts on the beachfront hotels, security checks at 3 entry points, and Command Center as an integrated security hub.

As a prominent Meeting, Incentive, Convention, and Exhibition (MICE) destination, the facilities in The Nusa Dua area also include comprehensive accommodations for the guests with a total of 5,579 hotel rooms, including 14 5-star hotels, 3 4-star hotels, and 3 luxury villas, along with MICE facilities capable of accommodating approximately 21,000 delegates.

"For the 1st HLM, several hotels in the area have been selected as accommodations for Heads of State/HOD and delegates. This shows the government's trust in us to provide optimal service with international standards," Ardita stated.

The Bali Nusa Dua Convention Center (BNDCC) will serve as the main venue and Media Center for the 2023 HLM.

ITDC has also conducted maintenance and beautification of the area, including regular cleaning, maintenance of 143 CCTV cameras, replacement of street lights, and the beautification of The Bay promenade beach, which is already 75% complete in preparation for the forum.

Nusa Dua, Bali, 7 October 2024 – The Archipelagic and Island States (AIS) Forum is organizing the AIS Startup Blue Business Summit to encourage innovation, collaboration, and opportunities to advance the blue economy sector. This activity is one of the side events of the 1st High-Level Meeting of the AIS Forum to be held from 10 to 11 October.

The AIS Startup Blue Business Summit took place from 6 to 11 October with multiple sessions held in different venues in Nusa Dua, Bali. The meeting highlighted the importance of blue economy development in facing global challenges as a realization of the Sustainable Development Goals (SDGs). A total of 24 delegates from island and archipelagic countries gathered to participate in the event.

There are several series of activities within the AIS Startup Blue Business Summit, namely the Acceleration Lab, Plenary Session, AIS Blue Innovation Solution: Blue Solutions Aisle, and the AIS Country Pavilion and Expo. The Accelerator Lab, which starts the series of activities, has been running since 6 October in Nusa Dua, Badung, Bali.

According to Riny Modaso, the Head of the AIS Forum Secretariat in Jakarta on Saturday, 7 October, the AIS Startup Blue Business Summit is a platform for bluepreneurs to grow and connect with marine-related stakeholders, marine technology innovators, businesses, business representatives, and potential investors.

The summit also seeks to support the exchange of knowledge, collaboration, and investment in the blue economy sector within the AIS countries.

"AIS Startup Blue Business Summit provides a great opportunity for innovators, researchers, and other stakeholders to explore their role in harnessing the potential of the blue economy. By investing in innovative solutions, AIS Forum participating countries can safeguard their vulnerable ecosystems, mitigate the impact of climate change, and create a sustainable future for their communities," said Riny.

Riny also revealed that the selected startups from AIS countries will participate in different activities attended by more than 200 participants each day. They consist of business representatives, researchers, investors, and government and non-government representatives from different countries.

“We hope that this summit will be an important milestone in our efforts to address the challenges of climate change and ensure the sustainability of the abundant marine resources in AIS Forum participating countries,” she added.

Hopefully, this summit can become a continuous program, so that the blue economy sector in AIS Forum participating countries will continue to grow and can become an alternative to support the welfare of island and archipelagic communities around the world. Jakarta, 7 October 2024 – Young leaders are the key to the future of oceans and coastal communities to thrive and make greater contributions to the world economy.

This was emphasized by the Deputy for Maritime Sovereignty and Energy of the Coordinating Ministry for Maritime Affairs and Investment Jodi Mahardi when opening the AIS Youth Conference with the theme "AIS Youth: Bridging the Waves for the Ocean Future We Want," Friday, 6 October 2023, in Badung, Bali.

"The aim of this conference is simple: to empower you, the youth, to amplify your voice, and to equip you with the skills and knowledge to become leaders in ocean and maritime development. We want you to feel a sense of ownership of the AIS Forum initiative. We want to acknowledge and value your perspectives and contributions because it is our voices, ideas, and actions that drive the change we wish to see," said Jodi.

Therefore, Jodi emphasized that he attended the AIS Youth Conference not only as a representative of the Indonesian Coordinating Minister for Maritime Affairs and Investment, but also as a representative of Generation X. A generation that has great hopes and dreams for the role of youth from archipelagic and island countries.

"It is an honor to speak to all of you on this occasion. We have 26 delegates from AIS countries here, and this conference represents a significant step in our journey to make a positive impact on our oceans, communities, and planet," he said.

Jodi reiterated that the AIS Forum demonstrates Indonesia's strong commitment to bringing archipelagic and island countries together to collectively generate ideas, thoughts, and concrete actions.

He also believes that, as islanders, Indonesia has a special bond and shared responsibility to protect the oceans and coastal communities.

"Bali, with its beautiful beaches and strong maritime heritage, is the perfect venue for this conference. It represents the beauty and diversity of our archipelagic nation. Our oceans are facing major challenges, such as climate change and marine pollution. We also need responsible maritime governance and a sustainable blue economy. Who better to address these issues than the young generation? They are the ones who can bring change, innovation, and resilience to our world. Together, we will formulate the AIS Youth Declaration, representing our shared aspirations and blueprint for the future," he said.

He hopes that the conference will be the beginning of tangible change, serving as a platform for the birth of new and innovative ideas. "Let this be a forum where our determination to protect our oceans and communities comes to fruition. Together, let us create the ocean future we want," said Jodi.

The AIS Youth Conference is one of four side events of the 1st High-Level Meeting of the Archipelagic and Island States (AIS) Forum 2023 held on 10 – 11 October 2023. Jakarta, 7 October 2024 – The 2023 High-Level Meeting of the Archipelagic and Island States (AIS) Forum 2023 will be preceded by four side events, namely the AIS Youth Conference, the AIS Research & Development Conference, the AIS Start-up Blue Business Summit, and the AIS Blue Economy High-Level Dialogue. These four events will be held on 6 – 11 October at The Mulia, Mulia Resort and Villas – Nusa Dua, Badung Regency, Bali. 

The AIS Youth Conference is a platform that accommodates youth participation and meaningful involvement in processes and activities as part of the AIS Forum’s strategic initiative to develop and increase regional awareness. 

This event will be attended by 25 youths from 24 AIS Forum participating countries who have undergone a selection process by the AIS Forum Secretariat. 

Various activities will be carried out at the AIS Youth Conference, including site visits to the local fishing industry and marine eco-tourism in Bali. 

Meanwhile, the AIS Research & Development Conference is an event that brings together oceanographers, marine biologists, scientists, policymakers, industry leaders, and visionaries from around the world in a dynamic forum for knowledge exchange, collaboration, and exploration of new solutions. 

A total of 30 researchers from participating countries will attend and present the results of their research and development related to several strategic issues. These issues are also within the umbrella of the AIS Forum's Research and Development focus, such as Marine Biotechnology Innovations, Sustainable Fisheries and Aquaculture, Ocean and Technology, and Blue Economy. 

Furthermore, there will be a site visit to two study and development centers related to sustainable marine innovation in Bali on 11 October. 

The next side event is the AIS Start-up Blue Business Summit, which is a series of events held as part of the 1st High-Level Meeting of the AIS Forum. As the name suggests, this summit focuses on the blue economy sector and its development in Indonesia and AIS countries. 

The AIS Blue Startup Hub provides a great opportunity for innovators and communities to harness the power of the ocean through innovation and investment in the blue sector. Investment in the blue sector is critical to unlocking the potential of the ocean and creating a sustainable future for island nations to mitigate the impacts of climate change. 

This event will connect industries and startups in the blue sector with marine technology to encourage knowledge exchange, networking, and partnership opportunities. 

Those who will be attending this event are representatives of start-ups, researchers, investors, non-governmental and community organizations, and governments. The conference will welcome more than 200 participants daily in various scheduled sessions. 

Lastly, the AIS Blue Economy High-Level Dialogue brings together world leaders, experts, thinkers, and business leaders to shape a new era of sustainable blue economy growth. It will also strengthen collaboration for more reliable and accessible blue financing to accelerate its implementation. This event is designed to present High-Level Remarks, High-Level Dialogues, and Indonesia Policy Showcase from various stakeholders. 

The high-level dialogue’s participants include ministries/agencies from Indonesia, business and industry leaders working on/ interested in sustainability issues, especially on the ocean and blue economy, start-ups from 30 AIS countries, experts and academics, practitioners, development partners and institutions, NGOs, as well as CSOs. 

The dialogue has several objectives. First, it is to convene world leaders, experts, investors, and business leaders on the blue economy to engage in discussions and meaningful collaboration regarding the blue economy. Second, it is to facilitate in-depth discussions to identify key opportunities and barriers for developing reliable blue financing in archipelagic and island states. 

Lastly, it is to facilitate the exchange of knowledge and expertise among participants to enhance the capacity of archipelagic and island countries in developing, implementing, and monitoring blue economy initiatives. 

Despite its start on 6 October, the opening ceremony of the side events will be held on 9 October at the Sofitel Bali Nusa Dua Beach Resort. The opening ceremony will be attended by high-ranking officials from various ministries in Indonesia, representatives from AIS countries, and other international organizations. 

The opening ceremony will also feature the launch of two significant developments of the AIS Forum, namely the AIS Blue Hub and the AIS Research & Development Center. The launching ceremony will be conducted by the Coordinating Ministry for Maritime Affairs and Investment, the United Nations Development Program (UNDP) Indonesia, and the AIS Forum Secretariat. Jakarta, 7 October 2024 – The Archipelagic and Island States (AIS) Forum is committed to optimizing various blue economy opportunities in a sustainable way. 

This was conveyed by the Senior Advisor for Climate Governance of the United Nations Development Programme (UNDP) in Indonesia, Abdul Wahib Situmorang, on Saturday, 7 October, in Jakarta. 

"The approach taken by the AIS Forum is unique. We encourage mutual assistance or gotong royong in overcoming problems faced by the ocean and optimizing opportunities for the blue economy sustainably,” he said. 

The Forum, he added, will also share simple and innovative solutions that have been successfully implemented in a particular region. “(The solution) can then be applied to other countries that share the same issues. We call this a smart and innovative solution," he continued. 

The AIS Forum was officially established through the Manado Declaration on 1 November 2024 in a meeting attended by representatives from 21 countries. 

“At its establishment in Manado in 2018, representatives of the 21 countries identified four priority issues for island and archipelagic countries. These four areas later became the focus of AIS Forum's cooperation, namely climate change and disaster mitigation, blue economy, plastic waste handling, and good maritime governance," Wahib said. 

However, in its development, the AIS Forum Secretariat received a mandate to expand this cooperation into other areas. "The participating countries were enthusiastic about the work we do and requested that collaboration is expanded to other issues as well. There are so many common challenges faced by these countries, such as IUU fishing, ocean acidification, food security, declining quality of marine ecosystems and biodiversity, and many more," he explained. 

The 1st High-Level Meeting of the AIS Forum is scheduled to be held in Bali Nusa Dua Convention Centre (BNDCC) in Bali, Indonesia, on 10–11 October. This will be the first HLM to gather all heads of state/government of the participating countries of the AIS Forum. 

On Friday, 6 October, the series of side events of the 1st HLM commenced, namely the AIS Youth Conference, AIS Research and Development Conference, AIS Start-up Blue Business Summit, and AIS Blue Economy High-Level Dialogue. 

The four side events represent the types of cooperation programs carried out by the AIS Forum, which include support for youth activities, research and development, entrepreneurship, partnerships and cooperation between countries, innovative financing, and the increase of regional awareness on global issues.
